The project was conceived in the year 2020 and completed in July 2023. The goal of the project was to prepare a County Spatial Plan covering the entire Migori County so as to guide development for a period of ten (10) years. The key project objectives were to provide an overall county spatial framework to guide development and anchor lower-level plans; to Interpret and localize National and regional policies and strategies; to provide a guide to rural development and settlement; to provide a basis for infrastructure and services delivery, use and management of natural resources as well as environmental protection and conservation and to identify opportunities for job creation and employment. Further the project was undertaken to establish a user-friendly GIS lab complete with the hardware, software and training component for the users and to guide the County in developing a functional planning unit and enhance capacity of the existing staff.

Key benefits accruing from the project include the provision of an overall county spatial framework to guide development and anchor lower-level plans; the interpretation and localization of national and regional policies and strategies; the establishment of a basis for infrastructure and services delivery, use and management of natural resources as well as environmental protection and conservation; the identification of opportunities for job creation and employment; the provision of policies and strategies to revitalize industries, trade and commerce for economic development and the provision of policies and strategies for the improvement of transport and communication networks and linkages.

Key concepts that informed the project include integrated development planning, public participation, strategic planning and benchmarking. Others were multi-disciplinary and multi-sectoral consultation.
